Richter was born in Stockholm, after visiting Berlin and Dresden he came to London in 1702 where he knew the Swedish painters Hysing and Dahl as well as Boit . He became one of the leading miniaturists in England painted in oil and is said to have painted miniatures on enamel.
He used a minute stippling on the face combined with a number of nearly perpendicular small brush strokes which, with a lens, can be seen even on the eyeballs. He favoured a reddish grey shading and painted on a thin parchmente
